If there are areas of damage which the landlord feels are excessive, in the first instance he, or his managing agent, should discuss this with the tenant and try and agree on a fair and reasonable level of compensation. If an agreement cannot be reached then both parties would be referred, via the agent, to the tenancy deposit scheme (tds) arbitration and dispute resolution process.
